- Element-R: improve logging around setting up and resetting 4S, cross-signing, and key backup
- Chat exports miss thread content
- Cannot verify devices on account with working 4S but no published public cross-signing keys
- If publishing the cross-signing keys fails, we give up trying but we should keep trying
