- Adds the ability to load and play cutscene

- guiCreateStaticImage unable to us dxTexture as valid image
- onClientWorldSound is only cancellable for vehicles sounds
- onClientPlayerDamage doesn't trigger for players doing driveby
- Some bike handling properties do not work (unlike in Singleplayer)
- Fix new vehicle upgrades
- setPedOnFire(ped, false) doesn't cancel TASK_SIMPLE_PLAYER_ON_FIRE
- getVehicleCompatibleUpgrades returns invalid data on the client side.
